This project involves researchers from Fraunhofer Center for International Management and Knowledge Economy and "Der Tagesspiegel". It aims at enhancing transparency of governmental activities at a national level by monitoring and analysing patterns of influence of interest groups at different stages of the legislative process. The idea is to create an IT-infrastructure capable of recognising patterns in these influence networks, which might indicate unbalanced influence. The challenge will be the integration of and finally the creation of access to the comprehensive, heterogeneous data which is available about persons and institutions within the legislative process. This tool will provide journalists with new starting points for critical investigations, help to identify structural predominance of specific interest groups, support to finding unexpected influence of specific groups, and reveal unexpected relationships between members of parliament and non-parliamentarian actors.
