The project aims to jointly develop a concept for structured graduate education and an umbrella graduate school at ISU. First of all, two needs assessments, one in ISU, one in Tbilisi, will be conducted: the first will be directed at current PhD students at ISU to identify their requirements, the second will pinpoint the demands of Georgian stakeholders from the industrial, private, public, artistic and media sector as potential employers for PhD graduates who are seeking employment outside the university. Subsequently, experts from UGOE, representatives from ISU and external partners will meet in two workshops to discuss the development of structured doctoral education at ISU, the optimal way to embed a central umbrella organization into the university, the introduction of measures for quality assurance and how to secure the academic freedom necessary to conduct independent research in the framework of a PhD vis-à-vis the introduction of new structures. The first workshop at ISU will primarily focus on an evaluation of doctoral education in Tbilisi and assess the expectations from extra-university stakeholders. In the second workshop, held at UGOE, a basic framework for structured doctoral education and the umbrella graduate school at ISU will be developed jointly. As in Tbilisi, the Göttingen workshop will also include input from extra-university partners from the city of Göttingen and the Göttingen Campus (for instance, representatives from local business and the Max-Planck institutes). Subsequently, a final concept based on the framework developed at the second workshop will be elaborated.
