In spite of the existence of an African Union's Comprehensive Strategy Guide for Disaster Risk Reduction, escalating natural disasters continue to aggravate livelihood insecurity across the continent, particularly in poverty-stricken Sub-Saharan Africa (SSA). This can be minimized through multi-stakeholder approaches in which different actors (particularly national governments, private sector and community) jointly participate in preventive, mitigation, coping, adaption, or resilience building efforts. The success of such an approach largely depends on the extent to which existing policies facilitate their implementation. The African Strategy for Disaster Risk Reduction promotes this agenda. However, little information exists on how individual SSA countries formulate and implement disaster policies in line with the blue print of the African Union, given that policies are essentially the responsibilities of national governments. This extension project will assess disaster policies selected SSA countries and their contributions to the overarching disaster policy of the African Union. A review of natural disaster-related policy documents from 4 purposively selected SSA countries (Cameroon, Nigeria, Kenya and South Africa) will be undertaken. Interviews and subsequent analysis will be guided by the five key themes of the African Disaster Risk Reduction (DRR) Strategy, namely Institutional Framework; Risk Identification and Assessment; Knowledge Creation and Management; Governance; and Emergency Response. Based on the results, suggestions will be made on how best to adjust existing (national) policies and improve DRR capacities in order to enhance livelihood security in poverty-stricken SSA. Research reports and the policy brief will be submitted to the participating national policy making institutions and to relevant ones of the African Union, to support informed policy decision making processes.
