Due to higher life expectancies and ageing populations, the number of people with dementia are increasing. Dementia is characterised by progressive cognitive impairments and an increasing need for care. In many countries, however, there is a substantial shortage of informal and professional carers who could meet the sophisticated and time-consuming requirements of dementia care. This leaves a widening gap between the demand for and the supply of suitable care for people with dementia. In Germany and Israel, this gap is often filled by so-called live-in carers, mostly women from countries in Eastern Europe or South-East Asia, who live with the person with dementia for a limited amount of time in their home and care for them. The live-in carer is usually hired by relatives but some financial support is offered by long-term care insurance schemes. In Israel, this form of care is officially desired and supported, when in Germany it takes place in a legal grey area. Furthermore, these arrangements frequently involve social, legal, and moral difficulties. This project focuses on moral conflicts in migrant live-in care arrangements in Germany and Israel and their ethical analysis. The scientists investigate and compare what moral problems can arise between live-in carer, the person with dementia, and the relatives in both countries, for example regarding family roles and care responsibilities. The results will help to understand the factors leading to moral conflicts in live-in dementia care, to learn from care practices in Germany and Israel vis-à-vis and in the end to formulate recommendations for care providers and policy makers.
