Digital transformation and the public administration's use of AI will change the relationship between state and citizens forever. The rapid adoption of AI-based systems in public administration raises important ethical and legal concerns with regards to the protection of people's individual rights and autonomy, but also the integrity of democratic societies and the rule of law. A comprehensive political and civic debate is needed about the state's use of AI. Our Taskforce will create a crucial basis for it by developing a viable framework for an AI Transparency Register and legal requirements for its implementation. Building upon work by AlgorithmWatch, NExT, the European Union, the Council of Europe, and others, we will integrate contributions from administrative sciences, computer sciences, law, advocacy, and public administration practitioners. Based on an impact assessment that is compliant with the requirements laid down in Article 29a of the European Union's (forthcoming) AI Act, the AI Transparency Register will provide information about essential properties of AI systems. This not only serves civil society, but also administration, offering crucial information that is so far lacking. The combination of our open, inclusive approach to developing the AI Transparency Register, including stakeholder workshops, will maximize the likelihood that approval by crucial groups will be secured. The partners' complementary expertise, networks, and capacity, will enable us to communicate the resulting policy recommendations effectively to key stakeholders.
